How do you make a Timeless weapon

I'm thinking of making a timeless equinox for my bucc, as I just can't afford buying one atm, and I've been looking for the recipe a bit recently. Does anyone know what other ingredients besides the recipe are needed to make one? Also, could anyone give an approximation of how much a recipe costs, and how much would be needed to craft the
weapon? Thanks.

EDIT: Also, my friend saw a recipe for one a few weeks ago for 20mil, but I didn't buy it. Would it have been a good deal?
