Logically, it doesn't make sense because if you already have 100% PDR...you SHOULD (theoretically) be doing full damage. But it's MS and Nexon sucks with logic. Also Bosses cut damage in half, thirds, etc....
Ever since Unleashed, PDR stacks multiplicatively. Additively, your stats box can show more than 100%, but when doing calculations, you can pretty much never reach 100% PDR.

It's a stupid system, needs to be reworked from the ground up...

they changed the pdr system, also the stronger bosses have high defense so you need more pdr to actually do damage on them
