My friend is a huge fan of anime, it's his 15th birthday tomorrow and I need a gift for him, something that is not too expensive and can be brought to school

First, find out his favorite anime. Then, get him an oppai mousepad or hug pillow of a character from that anime.

I'm assuming you'll buy online, because there's really very little domestic anime stuff outside of Japan.
At such a limited budget, do NOT get him anything "anime-related" like merchandise, DVDs, Blurays, figurines, etc. That will easily kill your wallet (even more so based on where you live). Maybe get him a light novel of an anime adaptation he's watched (like Haruhi), or a manga volume. Shipping costs are going to be insane though; just be prepared for that.
A figurine is like 6000-10000 yen base, which is at 1:79 is $76-$126.
A CD is usually around 3k yen, whih is around $45. A DVD volume is usually around $60. A Bluray volume is in the $100-$150 range, assuming it hasn't been picked up by US/other licensors. Shipping + tax will be at least around $15.
Manga/LN should be able to fit at around $25 after shipping + tax.
EDIT: Oh, it's tomorrow? Well just get him anything you can find, or you could tell him you're getting him something that'll take a while to ship.

There are like novelty items for animes like pandora hearts watches, necklaces/jewelry based on anime... I would love to get those! (coming from an anime nerd).

It all depends on the type of anime he likes, and if you can, draw something for the birthday card.

Well it depends on what anime they like, assuming their current one is kind of old, something like a wallet of an anime they like?
I suggest no anime-related merchandise save for video games. Not expensive as in under 20 dollars? Nothing decent as far as I know.
