I have never seen anything other than potions and mesos drop from him.
It's pretty simple, I used to do it a looong time ago I have both astaroth swords for my pally

Weapon drops are random.

Yes they do still exist, I have the staff on my I/L. I just use it for show :L The drop rates aren't as rare as they were before (I think). But it is pretty rare to find even one person in there anymore.
Astaroth PQ, of which no one does anymore.
