Help Please for my evan

Hi everyone, so i got my lvl 30 and lvl 70 xp potions to give to anyone and i decided to give to my evan

once its done he was about lvl 79 and when i went ot put in the skills, i noticed that i couldnt put any in critical magic nor magic booster

i have the mastery books but i cant use them till the skills are lvl 5, and when i look at the skill it says its mastery lvl is lvl 0...

any suggestions or help would greatly be appreciated
