a weird Evil tale

so i was grinding as always, and i found an evil tale. so i picked it up...
so i was about to sell it to an npc, but i noticed it had a blue arrow in the corner...
it was very unusual..
it has:
Wep Att: 47
M ATT 78
and its clean.

anyone else find something like this?
how much would this go for?
