Is there a reason I get constantly spammed with "You cannot collect it yet" even on a fresh plant? This rose clip quest is killing me

Whenever I go farm clipping I get one ever 100 herbs or so, I always farm purple flower.
My herbalism is level 7 and im convinced the item does not exist in my world
There seems to be a bit of a cooldown between harvests. I usually just stand between two herbs and turn to each after they spawn, wait a second, then press the harvest key. Rarely get the errors. Sometimes it bugs out mid-harvest for some reason though.
Oh also the cooldown appears to be longer if you turn too quickly and "cancel" the harvest despite already finishing it.
Gardening is all about patience.
Press the key once, don't be spamming that fam.
The plants have such a solid root system.
Just the game being derpy. I find trying to spam the plant doesn't help either.
