Possible to get Decent HB on level 35 overall?
If I continue to cube my level 35 overall (Avenger - Epic), is it possible to get Decent HB on it?
Is there a certain level requirement for armors to get Decent HB?

Wow. I literally posted a thread asking almost the same question. Except, it was just about the level requirement.
OT: It has to be level 70 and pants. Like nyczbrandon stated.
Bottoms 70+ only iirc.
