There was a point where the 4% all stats neb dropped to 40m. I guess the person who used the 4% on that belt thought they would get deleted so he/she used it on a crappy item.

The allstat one, if you get a very nice % int stat, you can also sell it to mages and there's no +8 atk to be wasted.
Then again, lv90 belt is 3rd tier and can get better potential
