This rapier may seem useless but if you are mobbing like at tot/leafre rapier is like your best friend. Also, like he said blason isn't useful once you hit 100 even with level 1 impec and level 1 mille or even level 1 penombre.

Rapier Wit useless? It's the main skill I use to kill mobs at lvl 19x on every map that's not SH.

At 4th job, you will forget about balson completely but for repier, there is a 4th job skill that improves the damage and combos with repier.
