Are 'account-transferable' items world-wide?

It says that things such as the Resistance ring are transferable to characters only in your account, but does this include characters in other worlds?

I'm tempted to make a character in one of the new worlds to get one of the Bandanas, but I want to be able to transfer the ring to my character in Deme..
