If I delete a character that has already accepted the quest can I do the quest on another character?

It says in big red letters if you had read the first 4 quests.

If i remember right, you might be able to accepted it, as long as you didn't turn it in on the character you're planning to delete. I think it's one completion per account, as opposed to one acceptance.
