My pants have a decent HB neb on them but the skill seems to have disappeared. Anyone know why that would be?

nexon should really get around to fixing that
Just unequip and re-equip it. It happens sometimes
It's not even in my skill list anymore. But I didn't unequip the item so I'll give that a try
is the skill actually gone from your skills list, or just not working? somcetimes you need to unequip and re-equip for decent skills.
