idk how to get there, but bulbasaur is the best starter both stat and move wise, squirtle is second best and charmander is last.
(in pokemon RBY squirtle is best for a speed run)
Go to Route 9 from Cerulean City, then surf down Route 10 to the Power Plant. Talk to the Manager there, return to Cerulean City, go north to Route 24 and you'll encounter a Rocket Grunt. Defeat him, he'll tell you about the Machine Part hidden in the Cerulean City Gym. Go into there, find it (it's hidden in the water), then go back to the Power Plant and talk to the Manager again, who'll give you TM57 (Charge Beam). Head over to Lavender Town, go inside the Kanto Radio Tower, talk to one of the guys there who gives you an EXPN Card, enabling your PokeGear radio to play the PokeFlute song. Goto Vermillion City, head over to the Snorlax, play the PokeFlute song on the PokeGear and then talk to Snorlax. Defeat Snorlax (or catch him), go through the tunnel, go all the way down, past Viridian City till you reach Pallet Town.

EDIT: You don't need to defeat ANY gyms to do this (apart from the first 8 in Johto). Just need Pokemon with Surf & Cut (Fly is helpful too).
Thank you sooo much.

If you're going to Jhoto (?) for the first time, go to New Bark Town, then surf to the right. This can only be done when you beat all of the Kimono Girls.
If you're already in Jhoto, just beat all of the Gyms there. You'll eventually get to Pallet.

Ah, ok. This helps? http://wiki.answers.com/Q/How_do_you_obtain_the_poke_flute_in_Soul_Silver
The entrance to Diglet's cave is east of Vermilion City in case you are wondering.
@imtwocats: Second region i think i did like 2-4 gyms.

@skullowls: How far are you in the game? You can't go to Pallet if you aren't far enough yet.
Also the magnet train is in goldenrod, however you need a train pass which I forgot where to get.
Googling it told me you need to get the Pokeflute, wake up snorlax that is blocking the cave entrance, fight it, navigate to the end of Diglet's Cave, and go south.

When you started the game or like the second region?.
I thought you used surf at a river to the right of the town you started in.
Tried both.i need to get to pallet town now but i dont know how.
Just play through the game and eventually you'll be allowed to go to to Pallet Town in the future.
