Scroll for overall Dex

Does anybody know what monsters drop overall DEX 10% scroll (not bosses or lhc or anything). I tried hunting the monsters that basil says drops them, but my codex says they don't. Then I tried looking through all the monsters in my codex and out of the monsters I have so far, none drop the scroll.

Or, if anybody in Windia is selling 10% overall DEX or 30% overall DEX scrolls, please contact Mexim0 in-game.
