Magnus Quest Questions

So I have been trying to get into Magnus on my Kaiser, but it will not let me go past Tyrant's Castle. I have completed the last quest which was named "Operation, Go!" but it still would not let me. I also did multiple Helsieum quest but still, nothing. Is there a level requirement? Or did I just not finish the required quest? I have heard that Kaiser quest are different. Btw I'm level 140.
