They started in JMS and KMS got a similar version (not sure if its the same).
Soul weapons are made via the use of a soul enchanter (use item with 30/70/100% chance to work) that will give a weapon the ability to equip a soul (soul cant be removed when equipped but can be replaced by another soul without nx or mesos).
The soul itself can come with different attributes that they give when used on a weapon such as dex/attack/hp.
As you kill monsters their "souls" will fill up a gauge, which as it gets more full, will give you more attack. Maxing at 15-20 for high level souls (empress/magnus).
Each boss soul has a different attack that can be used when you fill up the soul gauge, which in some cases will give buffs (mu gong) or damage over time (akarium).
