Mercedes Willpower of Alliance

I was wondering how mercedes would start off the quest line in order to get the skill.
The Alliance patch notes say: "Mercedes: Complete [Enemy and Friend], Reach lv. 75."

I have no light bulb telling me of a quest of that name. I'm level 89 at the moment.
The only thing I have that's close is a completed quest called "New Enemies and New Friends" that apparently ended on 12/19/2011.

Any ideas on what I should do? Or what I've been doing wrong? o_O;
