Bonus potential cubing
So I'm a little bit confused as to why I cannot cube the bonus potential on my spectrum goggles. Is it only certain items that can have their bonus potential be cubed? When I try to do it it simply says it cannot be used on that item. I also can't cube the bonus potential on my grand maple amesthyian claw either

i thought it was becus it didnt say rare or epic on it
