shopping list with 4.1 bil
I want to buy a full empress set, and have some items scrolled / potential'd already, but am unsure what to buy first or what to focus
on. I have a good emp claw already, just need to figure out the rest ( claw is 115 att 21% luk 30% boss damage)
Should I go for clean and then just scroll on my own?

Thanks for both offers, but I'm good managed to buy and scroll most equips now. Just need to finish my shoulder and shoes, and buy a hat

That's probably better than my idea of using both on one item, as the first 2 scrolls on it

You should use those 2 Chaos scrolls of Goodness last. Chaos using the 60% scrolls first and finish off the item if it's good with your Goodness scrolls

I would scroll your own. Just because its much more fun and it's usually much cheaper.
If you can get NX frequently I would suggest buying pot'ed clean empress equips and lots of chaos scroll and go on a scrolling spree. If you don't like how your item turned out, you can buy an innocent scroll for 10 unleashed coin from unleashed shop (which is quite cheap in my opinion.) When I cube, I generally go from rare to epic in 7~11 cubes and unique always takes me 12~30 at most. Also, I'm sure there are some epic potential scrolls around FM, so if you can pick that up, it can save you some time.
I would get as much already scrolled as you can. A 20att hat usually runs 3bil or so.
