12% top alone is probably better than emp 17 att
It depends entirely on stats/ how much att vs percent you may have. Also, the overall probably has 3x-5x+ luk on it I'm assuming and that could be an impact as well (as you need a balance of high attack, high luk, and high percent luk for max damage output). If you can wait until the unleashed patch, both will show how much it would increase your range by. Figure that out first than go with the more cost effective option (Eg: if the overall/ bottom increases your range by say 8k while the overall will add 4k but the overall is going for 1.2bil while the top and bottom are going for 1.8bil each; clearly the overall would be the better buy as you save 2.4bil over the extra 4k range increase. That 2.4bil may be better allocated into funding another range boosting equip and if you can use it to boost your range above the 4k given up by going with the cheaper option, you win ).
