In Bera, Mage Empress set went up by about 5-10m per piece since Tempest patch rolled in. If you are going to buy the set, I suggest you do it before the wagon of Luminous rolls in.
4 piece Empress (overall, hat, glove, and shoe) should only cost 100-150mil at most. Then either save the rest for an Empress Staff or just get other good gear (9-12% earrings maybe).
