@sumyounguy okay well I have literally never seen that happen in 8 years so...
@fradddd: I guess, it's risen to 12 now. Specifically speaking I've only been using the reboot shop ones.
Also, got confirmation from nexon, it is rigged for the potential scrolls in the reboot shop.

I understand that non of the potential scroll worked when you where trying it on your character and I am sorry to hear about it. Regarding with this matter, we tested random scrolls, some of them worked but the one you are referring to it. You where right, they always failed.

@sumyounguy there is no difference, it's random, you just had something happen that is statistically unlikely.
@littletlk: I've only had bad luck with event given ones
I have horrible luck with them. Passed like 2 out of dozens over the course of many events.
Not rigged. Just unlucky

Yes i agree bad luck, but there are many other people whom are in the same boat even to the extent of failing 13 in a row.
Even if you failed 10 in a row it wouldn't be enough to make that claim.
You just have bad luck.

I used one, and it passed on the FIRST TRY! 50%? more like 100%
