How do I get better frames per second
on league of legends my fps ranges from 3-27, but why? how do I fix this?

try doing the above and maybe try using Gamebooster to help shunt any unnecessary programs that run while you league
Oh wow, and here I thought LoL was among the most efficient games in terms of running on low spec computers/laptops.
I guess for a start change all your settings to low? Underclock/overclock your processor/graphics card? Defrag/cleanup all the junk on your device?
Get a better laptop/computer if turning settings on lowest don't work.
Change all the settings to the very lowest, disable V-Snyc and set your framerate to Benchmark, that will give you the most FPS your computer will do. (and close backround programs)
OR
Quit playing on a toaster.
Put the video settings on the lowest and close any background processors. Other than idk sorry o.o
