In my experience, I found the Nocturnal Merchant in the third Plant room, where you find the ToT store. Strangely enough, I only found it in channel 1.
Maybe the witch didnt like you and is hiding.
Lesson to be learnt: Never leave things to the last minute.

Actually you can use gentlemen coins! The Nocturnal Merchant is now hanging out at ToT for some reason and is still accepting coins!
She was moved to Happyville, which will be open on Christmas.
So wait til Christmas of 2014, and you can redeem your precious coins, or pay 1000 NX for a Happyville run so you can redeem your coins earlier.
