There's a quest from the queen I believe, that asks you to find a key from Golems to get to the rose garden.
(Though now I'm asking my friend and he said that he also can't access Ani without being brought in but no one seems to know how that works. I'm about to go check it out.)
EDIT: I can go in perfectly fine. If you complete the queen's quest line (which involves finding a rose key and protecting her from three golems), you should be able to get in.

You can still Ani but it requires having done the prequests. Do you know if you've finished that line of quests at LHC?
