Question about the Unique Potential scroll
the description of the scroll we can get for a perfect attendance says you can use the scroll on items that are epic and below, does this mean you can only use it on Epic and Rare items and not regular and Unique?

Why would one use a unique potential scroll on an equip with Unique or higher?
Why would you use a Unique pot scroll on an item that already has Unique?... Gee think man!
