I've got a couple bil to spend. What should I prioritize to increase my range?

Get at least 9% attack on your emblem and get a 30+ attack heart.
They won't cost that much. Make other upgrades according to the other people here.
In terms of cost efficiency:
Wep atk+pot >= Offhand, Emblem pot > Gollux sets w/ perfect scroll > 5star tyrant cape > % pots on regular gears
