I cant find the quest to evolve my pet, please help?

I have a pet robo that is level 15, ive searched everywhere to evolve it but it all keeps saying to go to the pet master in NLC, i go to him but he does not have a quest, I found a quest from nella in kernning city where i had to find the cat in ellina and get his ball of yarn, not sure where i go to evolve my pet, can anyone help?
