I was wondering if the fact that I haven't updated my character/avatar for a long time hinders my chance of getting a balloon.
The last time i was about to update my characters was with a custom one the day after they were removed =(

It shouldn't affect it. As long as your Basilmarket account is older than 1 week, you should be able to participate OK.
