Simple marketing strategy lol. He was aiming to sell that overall so he set other super cheap items around it. A friend who he was probably giving the shoes to anyway would buy the nova equips. Thus, as buyer sees that this shop has super cheap items, [buyer] is led to feel that "Hey, this shop is really cheap!" Causing him to generalize and then associate those feelings with all other items in the shop, namely the overall, so that he does indeed buy the overall.
