Error code 40 Installation failed. 11315 110

Hey guys, I was recently told to reinstall the game since the patch failed to patch and when I start installing it goes up to 8/64 files and it says "Error occured during the installation. Please try again." and then the error code as stated in the title pops up.
I want to know how to fix it, any suggestions? I've redownloaded it about 6 times already and still haven't gotten it to work.
