I haven't seen one since i restarted maple. Is there any reason why there isn't one?

Dream fragments were out since the world Chaos I believe. Empress was out over half a year.
They use to cost more a while ago.
I spent around 2.2b+ crafting mine
People are more likely to craft the other capes as many people use bowman capes on Mercs
If i knew what it was, I would have named the item or even do a research.

Most people who "just restarted" wouldnt have known what empress is. He's probs been on like 2-3 months

Yeah the recipes are cheap now, but it takes too long to get the frags even with 4x drop.
Does 200 dream fragment @ 5-7m a piece ring a bell to you?
Edit: Heck I even see them for 8.5m minimum in botter shop. Expect it to be 9m average each.
