can i achieve perm final cut with
only 24% buff duration as my inner ability?
i got that on an epic rank. not sure if i need to reset.
i'm planning on getting the mech and merc cards, just not quite sure how %buff duration stacks up

merc card does have an effect..but the CD caps at like 5seconds or something f3 =.=
i am at 42% buff duration and mercedes cool down, and i am still 3 seconds away. 50% would be the magic number, which requires unique inner.
You will need at least 35% and a mech card level 100 (15%)
I stopped at 33%. A 1 second CD was good enough for me.
Merc card seemed to have no effect. I think it either is or was broken at the time.
I have 24% Buff, 15% Buff from Mech card, -4% Merc Card, 2% Buff from Empathy, and I have to wait 3 seconds to cast Final Cut again. So no, unless you get a Mechanic to 200 or raise Empathy, you cannot get unlimited Final Cut.
I have 20% Buff Duration Inner Ability with Grade A Mercedes (Skill Cooldown -3%) & Grade S Mechanic (15% Buff Duration), Level 40 Empathy (4% Buff Duration) and I was unable to achieve permanent Final Cut, by 8 seconds.

They give cooldown reduction, though.
