Should I Keep My Inner Buff Abillity?
Right now on my DB I have 19% buff duration and I have 216 of the regular ability circulators. Should I attempt to achieve a high % buff duration or keep the 19% I have now?

they never made IA dependent on your level
and keep on going
i used like 5 circs b4 the revamp and got 42% BD lol...
now it's taking me a whole bunch more
Get more, like 8000, then try.
Or just get to unique and use NX circs from there.
I've used thousands on my Dual Blade before I got 39% buff duration. This was before they made inner ability dependent on your level though.
