Evil Wings. The speed difference isn't enough to opt for the Union Staff, and Magicians rely on %Magic, not %ATT.
if you're using an evil wing/union staff, you have low range in the first place, or so i assume.
3% atk will not make enough of a difference, just go with evil wing.
Im assuming they both are(and will always be) clean/100%d?
I [i]think[/i] the evil wing is better primarily because of its speed difference compared to other staves (in this case, the union staff.)
I'm sure there is a formula that people have devised to figure out questions in regards to how significant speed differences are and such. I just don't know it.
