To be a decent Db you gotta have a good dagger. Daggers are very expensive. If you are playing for damage. No dont make one.
If you are playing for FUN! By all means make one.
Let alone kartaras are expensive. A clean VIP runs almost 3b in broa.

You need more mesos then that, and to the comment above if you got the Character cards set up with either a set of S and A or 2 S sets then you gain a crapton of hp so if you got that and are ready to pay alot more then 500m then go for it their fun
