Yes, talk to Chief Tatamo, and click on "Moira's Whereabouts" quest. It will send you directly to the portal before the cave. Talk to Moira to complete the quest. Quest resets everyday at midnight.

You can boss search but since Horntail isnt a boss people go crazy about you might have to queue for awhile unless you have a friend willing to help you teleport there
