However (This is debatable) I think Bera's the most inactive server now that world merges have happened.

I disagree. Bera is certainly not as big as Scania, but it still has a fair number of people who play. I've never had difficulties getting people to train with (whether it be PQ, SDH, bossing, etc.). The first row of the FM is always full, but declines the further up you go. Nevertheless, there's always a shop in every FM room.
Bera has less scammers than Scamia. Otherwise no difference.
