Fun fact: Catherine the Great was German (Prussian to be precise).
Personally it's a tie between Stalin and Hitler. Not because they're generic. Rather because of their cultures, military might and driving force against the West.

I like most of the Roman Empire leaders. Tiberius was pretty cool since he made a sex island. Trajan was fantastic. I like the lineage of the North Korean dictators as of now. I dream of one day becoming the next dictator of NK and making it into an even more awesome country. I also like the possibility of becoming imperialistic and trying to replicate the Roman Empire. Triarii!
