Which gaming Pc is better?

And don't tell me to build one, I've already been on that road.

The video cards actually aren't that different. The R9 270X uses the same core as the HD 7870 with very modest increases to frequencies. The price difference of just the cards is a $20-30 difference.

The iBUYPOWER TD610 has the better value of the two systems. $80 in the CyberpowerPC Gamer Ultra 2400W is "wasted" on an iGPU that's unused for the dedicated GPU.

Since I'm not convinced you are looking in the right range of gaming computers, I do want a better picture of what it is you are actually going to do and adjust and adapt to that. Answer as many questions as you are willing. I can use the information to conclude if either of these two computers you are looking at are suitable or if maybe something else out there is more appropriate.

What country/state do you live in? (tax and shipping reasons)
What is your budget?
Would you like to save money or do you want to spend as much of your budget as possible?
Can you order online? If you cannot order online, what stores are around you?

Do you already have a monitor, keyboard, and/or mouse? If you have a monitor, what is its screen resolution?
About how much hard drive space do you want?
What games do you play or want to play?
What other programs do you use?
Do you have any preferences or restrictions for a computer case(features, looks, etc.)?

Mention any other special requests you may have. Be detailed.

Okay, I've spent some time looking up pc parts that'll fit my budget, all I need is the motherboard, case and power supply if needed. Any recommendations is helpful. I just don't know if my cpu and gpu will be compatible with a motherboard that I choose. Also, if you guys no anything I can improve on, please tell me as well.My build so far.

If you had trouble building one yourself, you can always pay for someone else to build you a computer with the specs you desire. Pretty sure you can find a site for it online.
