My programs keep flickering

It's so annoying, it makes typing hard sometimes.

Windows 7 Home Premium
1TB Hard drive
8GB DDR2 RAM
ATI Radeon HD 3200 (integrated chipset)
AMD Phenom II X4 810 CPU 2.6GHz (quad core)
23inch monitor connected with a VGA cable
I got this in October 2010, and the flickering started about 2 months later. It then stopped happening for a few month, but now happens again.
This problem also happened on my laptop a year ago, which had the same graphics card and Windows 7.
My graphics drivers are updated. ATI Radeon HD 3200 at version 8.801, although I'm assuming an older driver would make the problem go away.

From your video it looks more like a Windows problem than anything to do with the graphics.
A graphics problem would probably affect the whole screen, not just a Windows feature.
Ironically when your video ended on YouTube, a whole raft of other videos with similar problems popped up, including this one which illustrates several similar problems, and a partial fix for some of them. Check it out and see if the change recommended at the end helps at all.

Try reinstalling the graphics driver from your manufacturers website.
