Netts is one of the most crowded low level PQs so you'll be fine. It also just depends on the world population because I've been in Bera where there's noone in Netts and tons of people in Scania doing Netts

Oh my god, I had forgotten about Himes! That's a great area! It's a big flat map with level 100 Dreamy ghosts, they have 65k HP and give 1334 exp without HS. That sounds reliable enough in my book (don't worry about their slightly above average HP, they're Holy weak!)

What if no ones at Netts

I would suggest Himes, but I don't know if they messed with the spawn rate there.
Or klocks in lower ludi, maybe even captain and kru though those can't be healed.
