Before you start maxing anything put a point into Buccaneer Blast and Shark Wave.
Bucc Blast is your main mob/train/damage move. Abuse it, enjoy it, Kamehameha. Shark Wave is for range when you're not in Energy Charge state, since Bucc Blast can only be used when youre in Energy Charge.
But to be honest, it really doesnt matter. You should be able to max everything except Landlubber Blast. ...Which is kind of useless when you have Bucc Blast and Shark Wave.
