Funding a Kaiser or Phantom

I really want to start funding a character so I can have more fun with this game. I've decided now that I want to choose between a phantom and a kaiser.
So, out of the two, if you wanted to achieve lets just say for example a 200k range, which one would cost more? I want to be able to get to 200 for the first time and want to have an enjoyable time doing it. Also, later in the future I'm planning on bossing to get money. Now, I realize that phantoms are one of the best bossers but I won't have godly fundings just pretty good.

Question also, if I could do this it would help so much. Can you transfer potentials from one item to another? Thanks
