You are right about the average atk being 15atk, but you are not right about the lines changing. Once an item is 2 or 3 lines, it continues to have that many lines, no matter how much you cube them. That is why 3 lined equipment is valued more than 2lined.
You get 3 lines, it stays 3 lines.
13 / 12 is so under avg.
I would say at least 300mill. 3 lines is very nice ;D
