The only class I can think of that uses exclusively staves are Battle Mages. Luminous has his own weapon, and so does Beast Tamer.
That being said, 99% of mages use staves anyway, they naturally have higher MATK compared to their smaller brethren.
Rule of thumb is if it can use a wand, it can use a staff. But you're better off with the staff anyway.
Both; secondary is the Ereve brilliance or Shield.
