I just got two Cordons within half an hour of badge hunting at Firebrands
l actually got a Flamekeeper Cordon to drop almost a year ago, so l can confirm they still drop.
Flamekeepers are actually not that rare of a drop as they used to be. They drop from firebrand, but no necessarily all of them. The ones in Crimsonwood Keep (the real one) drops it for sure. Idk about the Crimsonheart Castle ones.
For stormcasters, you can get the ITCG items for it from Joko's badge quest rewards. This requires you to complete a questline first, though.
maybe botting at NLC maps. the flame keeper cordon is a drop from firebrand, and SCG can be forged easily now since the items are given as rewards for trading in those monsters' etc drops.

I purchased a flamekeeper for 200k 2 years ago. Thought they were literally on fire but that was a Nx equip. Hard to farm
Assuming he isn't cheating, then Stormcaster Gloves are obtainable via iTCG forging. I want to say that Flamekeeper Cordons are a monster drop, but I'm not entirely sure about that one.

Flame Keeper Cordons drop from a monster and SCG idk
Stormcasters are craftable through Spindle. Flamekeepers drop from those fireball looking monsters at NLC
Flame keepers cordons are better if scrolled
