Question about falcon wing capes

Are they that rare? Whenever I scan the fm I seem to never find any other one besides the raven horn chaser ones, I mean I've seen 2 falcon wing ones but they were sold before I got there. It seems like the only way to get one is to make it myself, but I don't plan on doing that because it would cost me hundreds of millions to try and make one due to the fact that dream fragments cost at least 5mil a piece and I would need 200 just to make one. Sigh~ I wish I could find one.
