....do you think that they well have perm nx events? (maybe like a week or day in the year they will offer perm nx of anything in cash shop?)

But...the other day I bought an effect permanent. I also checked other things like beanies, tops and weapons and they still had the permanent option on them.
Haven't played maple for 1year, are you able to buy perm nexon items (whenever) but have to pay more for the item?

Every time a new cash shop item comes out, it's permanent for the first 2 weeks. The price is fixed so you do not have to pay double for it (but it's still a bit more than a regular item of that category)
when an item is new to cash shop it is perma for the first 2 weeks.
